However, behind the loud rhetoric, analysts note, lies a much simpler reality — the Kremlin today has virtually no means to provide real assistance to its ally.

Limited resources of the Kremlin amid the war against Ukraine
According to the analysis by the American Institute for the Study of War (ISW), the key reason for Moscow’s passivity lies in the protracted full-scale war against Ukraine, which continues to consume Russia’s military, financial, and political resources.
The war depletes Russia’s capabilities
Experts note: Russia has faced a similar situation before and then also limited itself to diplomatic statements.
According to analysts, Moscow was unable to provide significant support to Iran during previous strikes in 2025 and is now repeating the same behavior pattern — public condemnation without practical steps.
A separate factor is the change in the military balance within the Russian supply system itself. Russia has partially reduced its dependence on Iranian supplies by redirecting some needs to its own arms production and strengthening cooperation with North Korea.
